النشرة ربع السنوية للتعليم والثقافة في السعودية وأستراليا

الحمد لله رب العالمين، والصلاة والسلام على نبينا محمد وعلى آله وصحبه أجمعين. يسرني ويطيب لي إطلاق النشرة ربع السنوية للتعليم والثقافة من الملحقية الثقافية السعودية في أستراليا باللغتين العربية والإنجليزية. ويأتي إطلاق هذه النشرة ضمن العديد من المبادرات والأنشطة التي تعكس التحول والتطور في عمل الملحقيات الثقافية ورؤية المملكة 2030. بالإضافة إلى أن هذه النشرة ستلبي أحد الجوانب الرئيسية من مهام البعثة الدبلوماسية كما نصت على ذلك الفقرة (هـ) من المادة (٣) في اتفاقية فيينا للعلاقات الدبلوماسية ١٩٦١م، والتي تنص على “تعزيز علاقات الصداقة وتنمية العلاقات الاقتصادية والثقافية والعلمية بين الدولة المعتمدة والدولة المعتمد لديها”. وتهدف هذه النشرة ربع السنوية إلى تعريف القارئ ببعض الأخبار والمعلومات الرئيسية المتعلقة بالتعليم والثقافة في كل من المملكة العربية السعودية وأستراليا. وتحتوي هذه النشرة على قسمين أحدهما باللغة العربية والآخر باللغة الإنجليزية. ويحتوي القسم العربي منها على المعلومات والأخبار التي تخص التعليم والثقافة في أستراليا. كما يحتوي القسم الإنجليزي على المعلومات والأخبار التي تخص الثقافة في المملكة. وللتنويه فإن قسمي النشرة ليست ترجمة لبعضهما ولهذا فهي مختلفة حيث ان الجزء العربي منها هو لنقل أخبار الثقافة والتعليم في أستراليا للقارئ السعودي، والجزء الإنجليزي منها هو لنقل أخبار الثقافة والتعليم في المملكة للقارئ الأسترالي. ويتم عرض مواضيع النشرة ربع السنوية بأسلوب واضح ومختصر ومباشر للمحتوى، ومعزز بالرسوم البيانية والصور عند الحاجة. وسيتم اصدار النشرة ربع السنوية كل ثلاثة أشهر ميلادية اعتباراً من شهر يناير ٢٠٢٤م لإلقاء الضوء على أهم الأخبار المتعلقة بالثلاثة أشهر السابقة للإصدار. وسيتم إتاحة النشرة ربع السنوية بشكل إلكتروني وتفاعلي على الموقع الإلكتروني للملحقية، وكذلك على منصات التواصل الاجتماعي الخاصة بالملحقية كمنصة (X). ومن المميز أيضاً في هذه النشرة ربع السنوية هو المزج بين الخبر المقروء والخبر التفاعلي الذي يتم نقله على شكل فيديو في نفس الصفحة. ويتم الاعتماد في نقل مواد هذه النشرة على المصادر الأصلية التي تعنى بقطاع التعليم والثقافة في المملكة وأستراليا حيث يتم الإشارة إلى المصدر الأصلي لكل مادة في النشرة. نسأل الله أن يجد القارئ الكريم ما يفيده في هذه النشرة، والسلام عليكم ورحمة الله وبركاته. | | |

أقامت الملحقية الثقافية في أستراليا والملحقية الثقافية في نيوزيلندا احتفاء اليوم الوطني السعودي 93 تحت شعار (نحلم ونحقق) وذلك بحضور وتشريف سعادة سفير خادم الحرمين الشريفين لدى أستراليا الأستاذ/ سلطان بن فهد بن خزيم، وعن بعد سعادة سفير خادم الحرمين الشريفين لدى نيوزيلندا الأستاذ/ مهنا بن صالح أبا الخيل. وقد ألقى سعادة السفير لدى أستراليا وكذلك سعادة السفير لدى نيوزيلندا كلمات بهذه المناسبة تحدثوا فيها عن أهمية اليوم الوطني السعودي في الذاكرة السعودية. كما ألقى سعادة القائم بأعمال الملحقية الثقافية في أستراليا ونيوزيلندا الدكتور/ عبدالباري التمني كلمة بهذه المناسبة تحدث من خلالها عن اليوم الوطني والمكتسبات الكبيرة التي تم تحقيقها في المملكة. كما أشار الدكتور التمني خلال كلمته الى جهود القيادة الرشيدة في المجالات الاقتصادية، والاجتماعية، والتعليمية، وغيرها. وقد اشتمل الاحتفاء على عروض مسرحية، وشعرية، ومواد مرئية استعرضت عدداً من مشاريع رؤية 2030.  |

استقبل سعادة القائم بأعمال الملحقية الثقافية في أستراليا ونيوزيلندا د. عبدالباري التمني وكلاء جامعات فلندرز وموردوخ وكوينزلاند خلال شهري سبتمبر وأكتوبر الماضي، حيث تم التباحث معهم حول العلاقات الجامعية وسبل تعزيز تلك العلاقات. كما تحدث الدكتور التمني عن أهمية توفير كافة أشكال الدعم لطلابنا المبتعثين في الجامعات الأسترالية وتلبية احتياجاتهم الخاصة أثناء الدراسة.

الأندية الطلابية في أستراليا: أهمية العمل الإجتماعي أثناء الدراسة | |

يعتبر العمل الاجتماعي أثناء الدراسة للمبتعثين فرصة ممتازة للتطور الشخصي والمهني والاجتماعي، ويُعتبر جزءًا أساسيًا من تجربة الابتعاث ، حيث يمكن تسليط الضوء على بعض الجوانب التي توفرها هذه الفرصة فيما يلي: - يساعد العمل الاجتماعي المبتعثين في تطوير مهاراتهم الشخصية مثل القيادة، التواصل، وحل المشكلات، كما يعمل على تعزيز الثقة بالنفس وتطوير الشعور بالمسؤولية. - الحصول على فرصة للتعرف على أشخاص من ثقافات وخلفيات مختلفة، مما يعزز من فهمهم للعالم من حولهم ويساعدهم على التكيف مع ظروفهم الجديدة. - يعتبر العمل الاجتماعي فرصة للمبتعثين للمساهمة في خدمة زملائهم المبتعثين، وكذلك المجتمع والعودة بالنفع على الجميع، وهذا أيضاً يعزز من الصورة الإيجابية للمبتعث السعودي وبلده. - بالنسبة للمبتعثين الذين يدرسون في بلد يتحدثون فيه لغة غير لغتهم الأم، يعتبر الانخراط في الأنشطة الاجتماعية فرصة ممتازة لتحسين مهاراتهم اللغوية. - الانخراط في الأنشطة الاجتماعية والتطوعية يمكن أن يساعد في تقليل الشعور بالوحدة والعزلة ويعزز من الشعور بالانتماء، مما يساعد في تحسين الصحة النفسية للمبتعثين. |

أخبار متفرقة عن الجامعات في أستراليا | ||
جامعتان تتفقان على الاندماج لتشكيل جامعة جديدةتم الاتفاق بين The University of Adelaide و University of South Australia وبالتعاون مع حكومة جنوب أستراليا على إطار للدمج فيما بين الجامعتين لتشكيل جامعة جديدة تكون تحت مسمى Adelaide University بحيث تباشر الجامعة الجديدة أعمالها بداية العام ٢٠٢٦م. للمزيد من المعلومات: الجامعات الأفضل في أستراليا تتراجع بحسب تقييم Times Higher Education لعام ٢٠٢٤مبحسب التقييم الذي صدر حديثاً من قبل Times Higher Education (THE) والذي يصنف الجامعات على مستوى العالم، فقد بين التقييم ان الجامعات الأسترالية قد تراجعت في إشارة غير مباشرة لسمعة التعليم العالي في أستراليا. وبحسب التصنيف لعام ٢٠٢٤م، فقد تراجع تصنيف جامعة ملبورن من الموقع ٣٤ إلى ٣٧ عالمياً، وتراجعت جامعة سيدني ٦ مقاعد الى الموقع ٦٠ عالمياً، بينما تراجعت جامعة أستراليا الوطنية ٥ مقاعد لتحتل الموقع العالمي رقم ٦٧. وبحسب بعض الخبراء بشؤون تقييم الجامعات والبحث العلمي، فإن التقييمات الدولية ذات السمعة الجيدة تقدم مؤشرات ذات فائدة للجامعات تساعدها على التركيز في الحقول العلمية التي تحتاج مخرجات أفضل. للمزيد من المعلومات: تعاون أسترالي إيرلندي لمكافحة خدمات التحايل الأكاديميوقعت وكالة جودة ومعايير التعليم العالي الأسترالي TEQSAعلى اتفاقية شراكة مع المعايير والجودة الإيرلنديةQQI تم بموجبها تأسيس الشبكة العالمية للنزاهة الأكاديمية GAIN بهدف إيقاف ومنع عمليات التحايل التجاري في التعليم العالي. الاتفاقية وقعت بدعم من منظمة اليونيسكو والعديد من الوكالات التعليمية الرسمية على مستوى الدول التي تشرع وتراقب عمليات النزاهة الأكاديمية بهدف حماية قيم التعليم والتدريب ولتعزيز المهارات الوطنية والمؤهلات العلمية وأنظمة التعليم على مستوى العالم. للمزيد من المعلومات: تصنيف جديد للجامعات في أسترالياأعلنت Australian Financial Review بأنها ستدشن تصنيف جديد للجامعات الأسترالية ليبدأ النشر بتاريخ ٢٠٢٣/١١/٢٢م. وتجدر الإشارة الى أن هذا التصنيف سيكون الأول من نوعه في أستراليا لإعادة التعرف على المفهوم التقليدي للتميز لدى الجامعات من ناحية البحث العلمي والسمعة الأكاديمية. سيعتمد التقييم الجديد على مقاييس محددة عبر خمس فئات هي مستوى رضى الطلبة، والأداء البحثي، وسمعة الجامعة، ومخرجات المهنة، والعدالة في توفير فرص دخول الطلبة للجامعات. للمزيد من المعلومات: |

تحالف أمريكي-أسترالي جديد في التعليم والتكنولوجيا | |

تحالف أمريكي-أسترالي جديد في التعليم والتكنولوجيا التحالف الأسترالي-الأمريكي الجديد الذي أعلن عنه خلال زيارة رئيس الوزراء الأسترالي الى الولايات المتحدة الأمريكية يؤسس لمرحلة جديدة من تعزيز التعاون التقني والفضائي بين البلدين. الإعلان أشار الى أنه سيتم استثمار ٣ بليون دولار أمريكي من قبل مايكروسوفت في توسيع مركز بيانات الشركة والبنى التحتية للذكاء الاصطناعي في أستراليا خلال السنتين القادمتين، وتدريب ٣٠٠ ألف أسترالي على المهارات المطلوبة وتمكين الاقتصاد القائم على الذكاء الاصطناعي، وبناء إدارة من قبل ميكروسوفت وأستراليا تقوم بمهام الوقاية من الإشارات السيبرانية بهدف منع الهجمات السيبرانية على أستراليا. بالإضافة الى ذلك، أشارت وثيقة التحالف إلى دعم مذكرة التفاهم بين جامعة أستراليا الوطنية ومختبرات لوس أنجلوس الوطنية حيال التعاون في مجالات البحث العلمي. كما أشار الإعلان ايضاً الى الشراكة فيما بين مؤسسة العلوم الوطنية الأمريكيةNSF ومنظمة الكومنولث الأسترالية للأبحاث الصناعية والعلمية CSIRO. |

تعيينات جديدة وتنقلات إدارية بجامعة أستراليا الوطنية ANU | |

نائبة رئيس جامعة أستراليا الوطنية للتعاون الدولي البروفيسور Sally Wheeler تحصل على منصب رئيسة جامعة Birkbeck في لندن أعلنت جامعة Birkbeck في لندن عن تعيين البروفيسور/ Sally Wheeler ، كرئيسة للجامعة مع بداية عام ٢٠٢٤م. تتولى البروفيسور Wheeler حالياً منصب نائبة رئيس جامعة أستراليا الوطنية Australian National University للتعاون الدولي حيث سبق لها أن عملت لدى جامعة Birkbeck لمدة ثلاثة سنوات في بداية الألفية وتتمتع بخيرة تزيد عن ثلاثين عاماً في مجال إدارة التعليم العالي. المصدر:

تعيين البروفيسور Genevieve Bell رئيسة لجامعة أستراليا الوطنية خلفاً للبروفيسور Brian Schmidt أعلنت جامعة أستراليا الوطنية ANU عن قرار تعيين البروفيسور Genevieve Bell بيل لمنصب رئاسة الجامعة لتبدأ مهامها اعتباراً من بداية العام ٢٠٢٤م. ويذكر أن بيل قد حصلت على درجة الماجستير والدكتوراه من جامعة Stanford بالولايات المتحدة الأمريكية وعملت لمدة ١٨ عاماً لدى Intel لتعود بعدها للعمل لدى جامعة أستراليا الوطنية وتقود مدرسة سيبرنيتيك Cybernetics لدى الجامعة. وتعتبر البروفيسور بيل من القادة الدوليين في مجال التشريعات المرتبطة بالذكاء الإصطناعي (AI-Artificial Intelligence) . |

تغييرات على تأشيرة الطالب اعتباراً من ٢٠٢٣/٧/١م | |

أعلنت الحكومة الأسترالية عن معلومات مهمة تتعلق بساعات العمل المسموح بها للطلبة الدوليين أثناء فترة الدراسة، وقد أشارت السلطات الأسترالية المختصة إلى انه إعتباراً من تاريخ ٢٠٢٣/٧/١م، سيسمح للطلبة الدوليين بالعمل لمدة ٤٨ ساعة كل أسبوعين أثناء فترة الدراسة. ويهدف هذا القرار إلى إفساح المجال بشكل أفضل للطلبة الدوليين بدعم أنفسهم مالياً خلال فترة دراستهم وكذلك التركيز على دراستهم من خلال الحصول على تجربة عمل مدفوعة الأجر ذات قيمة تساعدهم على معايشة ظروف العمل في أستراليا والتمرس على التحديات المرتبطة بالعمل أثناء الدراسة. |

تعديل على قوانين تأشيرات الطلبة الدوليين في أستراليا | |

أعلنت الحكومة الأسترالية عن حزمة جديدة من التشريعات ضمن سياسة الهجرة الجديدة لها، والتي سيبدأ تطبيقها اعتباراً من شهر يناير ٢٠٢٤م. ومن ضمن هذه التشريعات، رفض انتقال الطلبة من جامعات الى كليات ذات مستوى أقل، ورفع مستوى متطلبات اللغة بما يعادل نصف درجة في اختبار الآيليتس لكافة المستويات التعليمية، وتقليص فترة العمل المسموح بها للخريجين بدرجة الماجستير (Coursework) والدكتوراة بمعدل سنة واحدة. ووفق التشريعات الجديدة، على الطالب الدولي أن يقدم بيانات مالية تثبت وجود ما لا يقل عن ٢٤,٥٠٥ دولار أسترالي في حسابه لضمان قدرته على تحمل مصاريف الدراسة في أستراليا. وتشمل الإجراءات أيضاً إنشاء وحدة عمل جديدة بدائرة الشؤون الوطنية تهدف الى العمل على التحقق من طلبات الدراسة لأستراليا ومدى جديتها. الرابط: https://immi.homeaffairs.gov.au/news-media/archive/article?itemId=1153 |

الإحتفال بعودة فصل الربيع Floriade في العاصمة كانبرا | |
 تحتفل العاصمة الأسترالية كانبرا بعودة فصل الربيع خلال المدة بين ١٦ سبتمبر و١٥ أكتوبر ٢٠٢٣م. وقد تم اختيار مسمى الاحتفال لهذا العام ”أرض عجائب الأزهار“ حيث سيتعرف الزائر لموقع الاحتفال في حدائق الكومونويلث الجميلة على أكثر من مليون زهرة، ويستمتع بالعديد من برامج الترفيه المتنوعة ومنها الاحتفالات الثقافية، وورش البستنة، ويطلع على بضائع التجار والتحف الفنية والعديد من الأطعمة المختلفة. وشاركت السفارة في مهرجان الزهور السنوي المقام بالعاصمة الأسترالية كانبرا بجناح ثقافي للتعريف عن الورد الطائفي. للاطلاع على المزيد من خلال الرابط: https://floriadeaustralia.com/ |

السعودية تفوز باستضافة اكسبو 2030 في الرياض | |

أعلن المكتب الدولي للمعارض أن العاصمة السعودية الرياض ستستضيف معرض “اكسبو 2030” متقدمة بشكل كبير على بوسان الكورية الجنوبية والعاصمة الإيطالية روما. وحصدت الرياض ١١٩ صوتا، مقابل ٢٩ لبوسان، و١٧ لروما، أي أنها فازت بثلثي الأصوات الـ١٨٢، بحسب نتائج المكتب الدولي للمعارض. وتنافست الرياض وبوسان وروما على الفوز بتنظيم معرض “اكسبو 2030” الدولي، حيث كانت تأمل كلّ منها في أن تسمح لها مشاريعها الخضراء ذات القيمة التكنولوجية العالية، باستضافة الفعالية التي تشكّل امتيازًا يدلّ على تطور متسارع في المدينة المضيفة، غير أن الاختيار وقع على العاصمة السعودية الرياض. ومارس المرشحون الثلاثة تنافساً كبيراً في سبيل استضافة هذا الحدث الذي يجذب ملايين الزوار. وقال وزير الخارجية السعودي الأمير فيصل بن فرحان في مؤتمر صحفي في باريس عقب الإعلان عن فوز ملف الرياض “واثق أننا لن نقدم فقط إكسبو مميزا، لكن إكسبو سيغير المعادلة فيما يتعلق بالمعرض الدولي”. |

| Dear readers, On behalf of the Saudi Arabian Cultural Mission in Canberra, I am pleased to announce the inauguration of SACM’s quarterly bulletin. The decision to introduce this quarterly bulletin is part of SACM’s overall initiatives to enhance our friendly relationship with Australia by sharing the news and information related to education and culture in Saudi Arabia and Australia. The issue of each quarterly bulletin will be divided into two main sections, the Arabic language section and the English language one. The Arabic section serves Saudi readers and those interested to know more about culture and education in Australia. The Saudi Arabian Cultural Mission (SACM) and the Cultural Mission in New Zealand held a celebration of the 93rd Saudi National Day under the slogan “We Dream and Achieve” in the presence and honor of His Excellency the Ambassador of Saudi Arabia to Australia Mr. Sultan bin Fahad bin Khuzaim, and from a distance His Excellency the Saudi Ambassador to New Zealand Mr. Muhanna bin Saleh Aba Alkhail. His Excellency to Australia, as well as His Excellency to New Zealand, delivered speeches in which they spoke about the importance of Saudi National Day in the Saudi memory. His Excellency the Acting Cultural Attaché to Australia & New Zealand Dr. Abdulbari Altamni, has also delivered a speech in which he made a reference to the Saudi leadership and their efforts toward their own people, and the contribution they made in the fields of economic, social, and education. 17Agreements to Train Saudi Doctors in 3 Countries | |

| The Ministry of Education has signed 17 agreements to train Saudi doctors in the two stages of fellowship ‘specialty certificate and subspecialties’, in addition to nursing. This has led to the provision of 255 training seats, including 130 seats in Germany, 50 seats in Sweden, and 75 seats in Ireland, within the framework of official visits by the delegation of the Ministry of Education to a number of European countries, which comes as a continuation of the support of international partnerships. The specialties include anesthesiology, cardiac surgery, adult nephrology, neurosurgery, adult oncology, pediatric surgery, respiratory medicine, radiation oncology, as well as vascular surgery, oral and maxillofacial surgery, and nursing. “Financial Knowledge” within the Education Curricula | |

The Ministry of Education has included the “financial knowledge” course within the curricula for the common first year of the secondary tracks. The course of study has been introduced after studying the best international practices related to academic courses to prepare students to acquire the skills of the twenty-first century through a modern, global curriculum that fits the environment and culture of the Kingdom and keeps up with the goals of Saudi Vision 2030. The Ministry of Education, through the Curriculum Development Centre, has adapted the English version of the book and provided it to students through the “Madrasati” platform to enable them to see the book in its English version that was prepared by the publisher. The Ministry has also provided teachers with a guide to facilitate the teaching process and help them use the correct strategies when teaching the course to students, in addition to preparing presentations for the teacher that contain enrichment materials and mental maps for each chapter in the book, which the teacher can use when starting to teach. Saudi Arabia launched a new initiative to attract students and researchers from various countries of the world to study in Saudi universities. This is part of Saudi Arabia’s endeavor to expand the scope of education, open the doors of Saudi universities to those wishing to acquire science, enhance the academic experience, and achieve cultural understanding and international cooperation between peoples and cultures. Under this initiative, 25 universities across Saudi Arabia will open their doors to aspiring scholars from all corners of the globe. As part of this program, these universities will provide scholarships to both undergraduate and postgraduate students and facilitate their academic pursuits in a wide range of disciplines. The scholarships on offer vary from full to partial funding, ensuring that talented individuals from diver’s backgrounds can take advantages of this unique opportunity. At a ceremony held in Riyadh today, the General Entertainment Authority (GEA) launched the second edition of its Happiness Creators initiative, dedicated to qualifying, developing and training human resources in the entertainment sector. The initiative includes educational and training programs in cooperation with international universities and academies specialized in various fields of the entertainment sector. The initiative programs launched by GEA this year include the Entertainment Leadership program, which aims to develop the skills of company owners and employees who hold leadership positions in the entertainment sector. The program runs for up to 6 months and includes workshops, training courses, guidance sessions, and international field visits. The Entertainment Fellowship program is one of the prominent programs offered by the initiative. The duration of the program is 4 months and seeks to train those with intermediate experience through in-person workshops, distance learning, and international visits concerned with developing their skills in the entertainment fields, through harmonization between theoretical education and direct practical application. The program is held in cooperation with international universities, companies, and some of the local and international entertainment industry leaders. The initiative allows some trainees to participate in a qualifying program that ends with their employment in the entertainment sector. The program consists of training packages over 12 months provided by specialists from prestigious international universities in the management of entertainment destinations, health and safety management at events, and design of entertainment experiences. The new edition of the initiative holds more than 120 development courses. GEA begins receiving registration applications at the end of September, while the initiative’s programs begin in November. As part of Saudi Arabia’s 93rd National Day festivities, which were launched with the participation of government and private agencies in all Saudi regions, citizens and residents are eagerly waiting for the major national celebrations on this occasion. The celebrations include a majestic military parade and exciting air shows over the skies of several Saudi cities and governorates to express pride in the Kingdom’s present and the achievements it has attained to build the future under Saudi Vision 2030.Military units, vehicles and horses are participating in the military parade in Riyadh at 4 p.m., in addition to musical bands from the Saudi Royal Guard Command, the Ministry of National Guard, and the General Directorate of Border Guard. The parade starts at Prince Mohammed bin Saad bin Abdulaziz Road and ends in Um Ajlan Park in the Kairouan neighbourhood, recalling the nation’s achievements during previous decades. The National Day activities, which this year bear the slogan “We Dream and We Achieve,” will comprise many shows, including the “We Race Dreams” show of military and civilian aircraft led by the Kingdom’s flag in the skies of Riyadh, Jeddah and Al-Khobar. Other air shows will be presented in Taif, Al-Baha, Asir and Tabuk on September 23. Saudi Arabia’s Riyadh won the bid to host the Expo 2030 world fair, vote results showed on Tuesday 28 November 2023. South Korea’s Busan and Italy’s Rome were also in the running to host the world fair, a five year-yearly event that attracts millions of visitors and billions of dollars in investments. Riyadh won 119 votes, Busan 29 and Rome 17, results from 182 members of the Paris-based Bureau of International des Expositions (BIE) showed. Saudi Arabia secured two thirds of the votes to win from first round. The Saudi Capital Riyadh has proposed to host the event between October 2030 and March 2031. Congratulations to Saudi Arabia.
